David de Carvalho joined the Department of Health and Ageing,
Office of Aboriginal and Torres Strait Islander Health (OATSIH), in
late February 2007 as Assistant Secretary of the Policy and
Analysis Branch. Prior to joining OATSIH, David took 18
months leave from the Department of the Treasury, where he had been
Manager of the Health Policy Unit while working at Parliament
House, including as Chief of Staff to the Minister for Ageing and
as Senior Adviser to the Treasurer. From 1998 to 2003 he was the
Chief Executive Officer of the National Catholic Education
Commission. During this time he also served on the Board of
Management of Centrelink and was a community sector member of the
Government's Welfare Reform Consultative Committee. From
1996–97 he was Deputy Director of the Australian Catholic
Social Welfare Commission, and co-authored the Catholic Church's
submission to the Human Rights and Equal Opportunity Commission's
Inquiry into the Removal of Aboriginal and Torres Strait Islander
Children from their Families.
